Mr. Md. Rafiqul Islam
National Project Director

Mr. Md. Rafiqul Islam hasbeen the National Project Director of UPPR since January 2015. As a Project Director, he chairs the Project Management Board, which is responsible to monitor and ensure UPPR’s work planis being implemented and project results are being delivered in a timely manner.

Prior to joining UPPR, Mr. Rafiqul Islam has been working in different functions with the LGED,including as Project Director in ECRR (Emergency Cyclone Recovery and Restoration) project. He holds a Bachelor of Science (B.Sc.) degree in Civil Engineering in 1986 and completed MS in Environmental Science in 2010.

Mr. Md. Maksalin
Deputy Project Director 3

Mr. Maksalin joined UPPR in August 2013. He has more than 20 years of relevant experience in planning and monitoring, procurement of goods and services, supervision and quality control. Before joining UPPR, Mr. Maksalin worked with LGED in various districts. He holds a Bachelor of Science degree in Civil Engineering from Bangladesh University of Engineering and Technology (BUET).

Sandrine Capelle-Manuel
International Project Manager

Ms. Sandrine Capelle-Manuel has joined the UPPR team as the International ProjectManager on 7 June 2015. She has recently completed her assignment with theUN-Habitat in Haiti as the Country Program Coordinator. She has also worked as the Country Representative for American Red Cross in Haiti and as the CountryDirector for CHF International in Ghana. She has 21 years of experience in the development field working in Haiti, Nicaragua, Brazil Indonesia and Cambodia.

Ms.Sandrine brings with her, in particular, strong experience in  managing large and complex development programmes, rich expertise in urban development and sustainable city, urban policy, land and governance framework, urban poverty alleviation strategy and design, housing and slum upgrading, urban risk reduction, PPP partnership arrangements, capacity building (local and national institutions), monitoring and evaluation and knowledge management.

She has obtained her Post Graduate Degree from the Institute of Urban Planning Lyon2 University, France, completing the research on “Community of Life, Community of project: Study case of urban Neighborhood initiatives in Antananarivo,Madagascar.” From the school of Architecture, Lyon, France, she also completed diploma in Architect International Realities with the final works on –“Rehabilitation of Slums and slum upgrading in Rivière des Galets, REUNION Island”.

Sandrine is fluent in French, English and Spanish.

Sujitha Sekharan
International Operations Manager

Sujitha has been the Operations Manager of UPPR since September 2012. As Operations Manager, Sujitha is responsible for the project fund management and other resources management such as assets and HR. She is responsible for ensuring overall compliance with UNDP rules and regulations.

Prior to joining UPPR, Ms. Sekharan worked as the Procurement & HR Specialist with UNDP Zimbabwe. She has 13 years of experience in recruitment and work-force management, procurement and overall operations in countries like Zimbabwe, South Sudan, Rwanda, Afghanistan and Bhutan. She holds an M. Phil degree in English Literature and a Post Graduate Diploma in Journalism from India.

Azahar Ali
National Project Coordinator

Azahar Ali joined UPPR in 2009 as the National Project Coordinator (NPC). As NPC and as part of the senior management team, Azahar provides quality management oversight support to the 23 UPPR towns.

Prior to joining UPPR, Azahar worked as Director, Governance and Strategic Support and Acting Country Representative for WaterAid Bangladesh for four years and as Chief Socio-Economic Adviser for the Danida Water and Sanitation Programme. In addition, he worked with Terre des Hommes (Switzerland), Lutheran World Federation and BRAC. Azahar holds an M.A in Economics from Bangladesh and an Overseas General Management Diploma from Denmark.
